How the conversion works

On the 0–9 scale, 4.5/9 is a pass and 8.2/9 or higher is treated as straight-A work. Grades between those points map evenly onto 1.5 to 4.0 on the US scale; grades below passing map onto 0 to 1.5. It's deliberately simple and transparent. Colleges recalculate GPAs in their own way.
